It's not 'fake', but it's (99.9% sure) not going to be in the game. Someone made up the concept in the official forums and did the whole mockup, Valve read it and liked it, and Saxton Hale letter is their way of throwing the guy a bone and saying "Hey, neat idea dude."

Oh lord Convoy. Fuck the shit out of Convoy. That map is the sort of horrible that even 2fort wishes it could be.
Otherwise, I sort of wish the Guard Dog was real instead of a community thing. It really shores up some gaps in the support classes and would make a good addition to the classes.
But that'll probably happen when the Spy gets a rocket launcher so I'm not holding my breath.
