I think you could load up OpenOffice, create a new doc and dump all the images in, and then export as a PDF.

I personally use Adobe Acrobat Pro.... but it's not really free.

PrimoPDF is great but just be aware that is simply a printer driver that prints PDFs. So you will still need a program to organize all of the pictures into one file. Such as open office or office Word and then "print" from that.
