I saw that they didn't intend multiplayer "out of the box" but heard that they would give early enough access to the Just Cause 2 Multiplayer Devs so that it wouldn't be as long as the JC2 MP Mod... Don't know if it's true though.

Taking less than three years after release for multiplayer isn't much of a selling point.
