They just get used over the default icons in the gcfs, so you don't have to backup any files.

poly = polygon count I.E. how many little surfaces are formed by a models vertices.

The website itself appears to be a place to share custom made 3d models, some of which are from the TF2 contributors who got items in game.  Valve is exploiting the high number of modelers to generate more items for the contribute page.  Not a bad idea IMO.
