Would it be possible to create a world using the Tekkit mod, that doesn't effect the other worlds?

Tekkit is an isolated server version. It may have server versions built off of bukkit, but it does not always coincide with latest minecraft version.
That being the case, if we ran Tekkit, it would be best to completely wipe the server and start over. But we don't want to do that.

The only real viable way to run Tekkit, is to run another server, it can't be done as "another world".

Just out of curiosity, would it be too costly to create a "BRB, Uninstalling Tekkit!" server in addition to our normal one?
