Dancing lines on my monitor?

I've had this problem since I moved in and haven't really figured out what the hell is causing it but no matter what PC or cord I use to connect between PC and Monitor or Monitor and power there seem to be these lines that bounce about the screen, faintly visible white lines, shaking the cord doesn't seem to affect them, nor does pushing the auto adjust and whatnot. I've also tried using different outlets in the house with no success at ridding my monitor of these lines.

I don't know what's causing these lines, the monitor itself is perhaps two years old, maybe three so I'm hoping it's not the monitor going bad though considering my string of bad luck with technology in the past few years it wouldn't surprise me too much. Has anyone had any experience with this kind of problem and or any ideas of how to fix it? The lines are starting to get annoying and I'm fairly certain they're making me see things that aren't there.

So you've tried both different cords (power and PC)?

Have you tried a different monitor?

Its either going to be that the monitor is bad or the video card is bad (or has something wrong).

What kind of monitor? Type of video card? Are you connecting using vga dvi or hdmi? Are the pc and monitor plugged into the same outlet or power bar?

HP 2010i, ATI 4800 series on the desktop, Intel 965 Series on the laptop, VGA on the laptop, DVI on the desktop, and yes

Obviously, if you are having the same problem on two different machines, you can narrow the problem down to the monitor.
If you are having issues with DVI as well as VGA, you can rule out the AD converter portion of the monitor. 'Auto-adjust' or any other type of adjustment the monitor gives you won't help.
The panel display controller or a portion there of is failing.

If your monitor is under warranty, take advantage of it. Otherwise, time to go shopping.

...It's getting to the point where I should just start taking everything that goes wrong and add it to the list of "stuff to buy if I Ever find a job" XD
