The "chilling effect" language is basically Missouri saying "we believe any federal laws that end up discouraging people from buying a firearm are a violation of the 2nd amendment".

I know what they are trying to say, I'm just saying it's weak legal theory and makes the law look more like grandstanding than considered opinion (which the rest of it looks pretty strong). "Chilling effect" has historically been a term of art that primarily associated with the first amendment. http://en.wikipedia.org/wiki/Chilling_effect_(law) I may be missing a reference, but this seems to be a new/untested application of the term to the second amendment.

And, that's where I'm calling bullshit. I don't think any non-burdensome regulations would deter the economic behavior of law-abiding citizens (that is, whether they want or don't want to purchase a firearm). Rather, the mere threat of regulation seems to drive demand for more firearms. Any talk of regulation DRIVES further 2nd amendment participation, not stifles it.

People who want to speak out but don't suffer a "chilling effect" from fear of government intimidation. I've not met any gun owners that don't have the opposite reaction to government intimidation.

Also, the topic of regulation is an interesting one. Our vehicles are registered. Our internets are registered, in a sense (with private entitites that the Gov has full access to if they want). Hard to argue that the internet is not the most significant instrument of the right to free speech of our time. If that is tracked, and we are seemingly fine with it, what makes firearms more special?

Nope.  If you read the actual bill, Article 3, para 2 section C makes it pretty cut and dry- "There's a tax on a firearm accessory not levied on other goods?  Not in this state."

Maryland handgun laws change next week, so to beat them to the punch I just filled out the paperwork and put down the money for a Ruger Mk III Target w/ a threaded barrel and a Picatinny rail, and my ladyfriend did the same for Ruger SR22. Plink plink!
