Remove all weapons, implants, and any special weaponry. Make all infantry firing weapons one shot kill.

All lock ons one shot destruction to ESF, 2 shot to Lib, 3 shot to galaxy.

Get rid of any unique per-faction based weaponry.

There balance has been returned to the force.

SC/Certs for a permanent unlock, they burn infantry resources to use, this IMHO is the best method
