You do not need to have 'for all debts' printed on the pennies, because there's a law mandating that all coinage is considered as such. Given that this is tuition, if it was a state school, they might be under law to accept it since the government (ie Treasury) can not refuse any legal tender. If it was a private college it would depend on the contract he signed for tuition.
