Honestly most of the reason why pop is so fucked on matherson atm is because TE was literally the strong arm of the TR and they pretty much dissolved and went to other servers, and the same thing happened with GOON as far as I know for NC. meanwhile you have "4th factioning" dipshits who still think the VS were hot shit because of ZOE and they never bothered leaving due to the pop advantage that caused while the above two things happening also went down.
None of the VS outfits want to move to other servers because the major VS outfits tend to like each other enough that they might as well be one big outfit. And lets be honest, our big outfits tended to get shit done much better than TR's and NC's even back when we were the underdog faction.
It's just a steamroll at this point. I honestly don't know what they could possibly do to fix it except make it so the default server that gets picked when you make a new character points to Matherson and it somehow also encourages you to join TR/NC, putting in a massive timer to get rid of 4th factioning (or by simply letting you only have one character on a server at a time), etc. Or by making it so the VS somehow get some massive debuff when playing with a big pop advantage, but that would kind of suck for people like me who want to hop on and have fun but have to deal with some crappy debuff (unless it isn't a gamebreaking one).
Or just let us do server transfers once a month for free (or maybe even every 6 months to prevent any serious abuse). That way people can move their outfits around to servers that need it more if they are bored with how their server is currently playing out.
