Why does it seem that every game downloaded and installed, installs a brand new DirectX file for that game?
It's the DirectX library for that game.

Yeah, basically rather than check to see if your system already has that specific library/confi for directX, it's just easier to run the installer once when you start and guarantee the game has everything it needs to run properly.
