Since the Engy update, I've been getting a really shitty frame rate (40).

I set everything to low and still 40 fps.

Windows 7 Home Premium x64
Intel Core 2 Quad Q9000 (2.0GHz)
4096MB 1066MHz DDR3 Dual Channel Memory (2 sticks)
Nvidia GTX 260M (1GB)

Why is TF2 being a bitch?
Mine got better....what sort of video settings do you have on? AA, MNSA, etc.

I had most things at moderate-high, set everything to the lowest and still had 40 fps.

Usually I run Trilinear, 4x AA, High models, very high textures, multi-core rendering, motion blur, etc. at 80+ fps.

I would say try playing with that stuff off and just see what it does. I keep these things on low generally since things like AA will rape FPS much more quickly than using higher quality models and textures.

For example 16x AA literally means that it goes over each frame 16 times smoothing things out before it draws it to the screen.

Yeah, but I threw it down to no anti-aliasing and the lowest setting for everything else, didn't make a difference... ???

Make sure all of your drivers are up to date, and not just video
try defragging using gcfscape, or bite the bullet and install an fps-config. That and keep an eye on temps while you play, see if anything gets ridiculously hot. If I'm not mistaken, that's a mobile card in which case I wouldn't be the least bit surprised if you're dealing with heat-damage at this point, especially if you're on a dell. That said, 2GHz is pretty shitty to be trying to run TF2, your graphics card isn't gonna mean shit compared to your processor (that's why adjusting graphics settings isn't doing squat) in source games, I'm surprised you ever got over 80fps
Aye, I was having FPS issues, and after doing some research, found out it was my CPU overheating. I just replaced the thermal paste, and it fixed my FPS and overheating issues.

Duck, I've been checking the CPU temp recently, one of the cores gets to about 86°C max. Not sure about my GPU temp, does nvidia have an app for that?

Yeah Vlambo, I think it might be my paste, but I don't know where to buy some/what kinds are good/how to apply it without fucking up.

Also I read somewhere it's safe to have your CPU at 20 degrees below the shut off temp (mine is 105)... just guessing it isn't normal... but my laptop has always been running really hot.

So I found a store that sells Arctic Silver 5, so I'll go grab some of that.

Is putting it on really easy?

And I know to clean the existing paste to use 99% Isopropyl Alcohol (sweet, I can clean my bong, my bearings AND my CPU with the same stuff).

Alright, well I'm picking it up in 3 and a half hours, hopefully that fixes my framerate.
Go and watch some videos, make sure you clean the processor and heat sink with rubbing alcohol before applying new paste
