No on both counts, any pokemon bred or wild has a small chance of being a shiny, what increases the chance
- Having the shiny charm after completing the pokdex (Wild Only)
- Using the pokeradar to chain the same repeated encounter (Wild Only)
- Breeding with two parents from different countries

Blissey has the highest HP of any pokemon, and damn near the highest special defense.
Years ago back in Gen III you could get a Blissey with the move 'wish' at the pokemon center in NYC (Now known as the nintendo store). Legit ones are super rare, but the moveset, as shown by Nintendo's legality checker, passes completely.
So what you are looking at is a blissey with a nature to boost its measly defense and it has 31 IVs in every stat but attack. EVs are parsed into Sp. Def, HP, and Sp. Attack. Natural Cure means when it switches out any status ailment it has goes away.
What this thing does is two things - one, it passes the move wish. Wish heals HP on the second turn, it heals 50% of the casters HP, when you swap to another pokemon it heals for the original pokemon's HP, so you get like 350 HP of healing to another member on your team. It also has Seismic Toss, which does damage equal to your level always.
The second thing it does it poison and wall special attackers (and sometimes physical if they aren't fighting types), you throw this fat puff out, it poisons you, then sits there like a lump while you can do fuck all to it in terms of damage. I dont care how many calm minds you stack on a special sweeper, blissey just takes it like a god damn champ.
Rage quit count is at 2 so far for the meager number of online wifi Ive done with it, first one as soon as it used wish the guy forfeit.

Maybe, but its all legally obtainable in the game, if Nintendo didn't want Wish Blissey in gen VI all they had to to was flag it as an illegal moveset and not allow it to migrate...but they didnt
In general most people playing in Gen V or prior with five IVs were hacked in one way or another (RNG, Pokegen, Action Replay), they made breeding much less painful in VI, but people are still going to either bring those old pokemon up or they're going to bring up six IV dittos to make that breeding much much less painful.

Edit: Actually, this game is really well done. They made a bunch of small changes that made things so much better. Not to mention making the movement plane 3D so you aren't moving around a bunch of squares. I'm really impressed.
