I saw that they didn't intend multiplayer "out of the box" but heard that they would give early enough access to the Just Cause 2 Multiplayer Devs so that it wouldn't be as long as the JC2 MP Mod... Taking less than three years after release for multiplayer isn't much of a selling point.
