Randomize Tank Spawn Plugin

This plugin isn't on the server at all, the whole thread was just a proposal.

There's been some rare bugs relating to the tank, I know that sometimes it will spawn multiple tanks at once, or sometimes multiple ones per level, the most I've seen is 3 tanks in Versus on the sewers level of No Mercy. (Spoiler, survivors still *all* got out)

the other night we were playing vs on blood harvest and we had 2 witches spawn like 5 feet away from each other
