This was true a few months ago while the set hats were still fresh, but not the case anymore. Backfire could probably get some metal or other stuff in addition to a crap hat if he finds someone who is specifically looking for an attendant. I just wouldn't want to see a hat less shitty than a hat I have be random-crafted.
