The VS sniper rifle (the default one) isn't bolt action, so it takes more hits to kill a person. People don't use it because it's harder to get good at than being a sniper in the other factions.

I've been drunk and still talked lots of different people into lots of different stuff. If you wake up and scottyG is wandering around your boat looking for his bra, you probably succeeded.
