I don't see a problem here. Yes,
her peace, because my right to blow my vuvuzela in peace for 5 hours while you're trying to sleep isn't as important as your right for peace and quiet. How the fuck is taking off your shirt at the age of 56 stupid (oh you must be a republican, let me laugh at you).
Theres a fine line between
your peace/right and someone else's.
The way I see it is that they're both completely even.
Kid rides ATV, is loud and annoying.
She goes topless, is ideologically threatening to parents.
Both actions are legal, and both cause some off setting unhappiness.
Kid's parents don't want woman to go topless.
Woman doesn't want kid to ATV noisily.
Compromise reached aka if kid doesnt ride atv, she doesn't go topless, if she doesn't go topless, kid is allowed out side, if kid is allowed outside he will atv. Though keep in mind the kid prolly doesn't give a fuck about any of this, and if the kid's parents don't like it, they can move. But neither of them will, because who the fuck wants to go through the hassle of selling the house, finding and buying a new house, just because some kid won't stop being a twat.
Edit: now that I think about it, I think your priorities are fucked. "Honey, the neighbor's kids started a noise band in their garage, I've asked them to stop or move and they won't do either. The police won't do anything, so we're selling the house and moving to another suburb."
