Even in the context of Contra, the Konami code is still as posted. The start and select are just to begin the game and have no bearing on the code itself. Let's say there is a code where you need to pause the game first before entering it in. If you were telling the code to your friends, you wouldn't mention that you need to press Start once you're done to unpause the game. That's silly.
Now we may return to the lulz.

I would like to take this time to remind you that valve routinely suspends or bans users who use third party apps to alter game play.
Blizzard gave fair warning over a month ago that they were going to ban people for using programs like these, even for offline play, and if you were to do such a thing, to do so at their own risks.
Not only can you use programmed cheats during single player, you can also use the map editor to create any unfair advantage against a computer you could want.ÂÂ
This wasn't in the fine print of some amazingly dense ToS, people knew they could get banned for this. They have no moral high ground here for a game where online cheating is a problem and ruins competition and fun and are in fact silly for believing they would be exempt or that blizzards detection software can root out the difference between a single player and multi-player program when both are essentially doing the same things.

Valve does not ban people from using any sort of trainer in single player move, and technically you wouldn't need to since you have full console access to the game and can modify any in game cvar with out the use of a memory editor.
You will get banned, and rightly so, for using any sort of trainer in an online multiplayer game. VAC Bans also apply only to that particular game (ex. banned from CSS, not TF2). Very rarely in cases of fraud and phishing will valve completely lock or ban a steam account. Furthermore, the decision to even use VAC is solely in the hands of multiplayer server operators, valve does not scan your computer looking to see if you are hacking. There are servers that have VAC turned off, I could go use any hack I wanted on them without fear of the Valve Ban Hammer locking me out of all servers.
Just because you bury something in the EULA does not necessarily make it legal either. To show how few people read the EULA I could write, "by installing this software you agree to send me an extra $1000", and no court is going to uphold that. Recently the supreme court ruled that apple could not stifle people who circumvented and hacked iPhones and iPods, its your hardware you can do whatever you want with it. While this is in relation to hardware and not software, I believe it applies as well in a sense.
What sort of reasonable expectations do I have in regards to modifying the software after I have it? I would argue you have a pretty large leeway to do whatever the heck you want with it provided that you don't ruin anyone else's online experience.
Blizzard's reason for the ban? The achievements are "online prestige you did not fairly earn", give me a break, just reset their achievements and lock them from ever having them. For all the bitching, this makes Valve's handling of hat idlers look gentlemanly, they just took back the hats people got unfairly and that was that.

Not true. Start up Contra, and begin by pressing select to highlight 2 player, then enter the code and hit start. It still works despite pressing select before entering the code. WHAT NOW?!
