I know it is because two digit multiples of nine add up to 9 when you add the digits together but I'm not quite clear on how they always end up multiples of 9. If you multiplied by 3 twice in a row it would be the same as multiplying by 9, but that intervening 3 still seems to make it work.

3(3x+3) = 9x + 9
are those your multiples of nine?
9x+9 is always divisible by 9, though. Adding the digits up is a way to check if things are divisible by 3 or 9, if you add the digits and get something divisible by 3 or 9, the number you started with is divisible by 9.
