The whole point of the declaration was that when a people think that their government is ruling unfairly and unjustly that they should be able to throw them off and adopt a new system. Hopefully people will remember that.

After some searching I only found a few commentaries/reporting on this that weren't propaganda pieces or hysterical fear mongering based on the propaganda pieces (did you know that fear mongering is a great way to drive page views, therby increasing ad revenue? It's true!). The purpose of this order is clarifying what the various departments of the government are supposed to do in the event of an emergency that disrupts/threatens the U.S. communication network, such as a major disaster or cyber attack. Even the 5.2 section isn't particularly exciting. If a major disruption occurs to the communications network of the U.S., then the government is probably gonna want to have a plan for restoring it, that's a no-brainer.
Stuff like SOPA and its ilk are dangerous, but not some run of the mill executive order like this one.

When I visited Australia I was told they had an election on whether or not to stay under the monarchy despite being a different government. Aussies like the queen apparently. Also I wonder what the cost of supporting the English figureheads is.
