Depends on the state. In most states, Face to Face sales between private citizens is totally legal. There's a gun rights group in Nebraska who did it during a buyback out here raised like 2 grand by buying the guns for like 50 bucks cash a pop then reselling them on Gunbroker. I've seen some departments hand out $100 gift cards and some give out nothing. So it's all highly dependent on the situation.
